Great photo but over here it would be labelled graffiti and promptly washed away

It depends. As long as whoever painted that did so on a wall that he or she owns (or has permission to use), it’s art. When someone makes art with other people’s stuff, it’s vandalism.
Freedom of expression should be founded on a respect for other people. Given the fairly extensive setup–the paint cans, the tarp, the well framed photo–I would guess that the painter was making this statement with the consent of the property owner.
If not, then it’s pretty hypocritical for someone to talk about freedom in a way that is going to force someone else to spend a couple of hours cleaning up.
Go little freedom artists! Yeah! (I’m punching my fist in the air in case you can’t see that)

It was a long 10 days or so of work so I’m still taking things easy. It’d be a boring memoir, Kozo, but it’s good to know I’d have at least one sale, haha! *hugs*
